LIZAR at the L.ID Cabo Verde Workshop: Secure Identity, from Issuance to Trust
On Monday 2 November, TECHPARK CV hosts the Cabo Verde Workshop: Digital Identity & eID, 2026 edition. LIZAR Systems is one of the three sponsors, alongside DevTrust Consulting and Caixa Mágica Software.
We are bringing three things to Praia: a talk on secure identity, physical and digital, a live DRACO demonstration and a share of the closing session with DevTrust. LIZAR has an office in Praia. For us, this afternoon is a conversation at home.
This article summarises the programme, what we will present and why document issuance matters so much to the digital identity of an archipelago.
- 2 Nov 2026: Workshop date, from 14:00 to 18:30, at TECHPARK CV
- 15:50: LIZAR session: secure identity, physical and digital, from issuance to a trust ecosystem
- 16:20: Live DRACO demonstration during the coffee break
- 18:20: Joint closing by DevTrust and LIZAR, with a summary and next steps
A digital identity is only as reliable as the document it comes from. That is where our work begins.
What is the L.ID Cabo Verde Workshop?
It is an initiative of L.ID Conference & Digital ID Hub, organised with Kindness Blossom. L.ID grew out of the LisbonID Conference, whose first edition took place in Lisbon in May 2026. The workshop brings that format to Cabo Verde in a shorter afternoon focused on local opportunities. The theme of the edition is connecting identities and building opportunities.
- TECHPARK CV: Parque Tecnológico Arquipélago Digital de Cabo Verde, the country’s technology park.
- 14:00 to 18:30: Monday 2 November 2026, with a cocktail and B2B meetings at the end.
- L.ID and Kindness Blossom: L.ID Conference & Digital ID Hub organises the workshop in partnership with Kindness Blossom.
- Three companies: DevTrust Consulting, LIZAR Systems and Caixa Mágica Software.
Dress code set by the organisers: business casual.

What is LIZAR talking about at 15:50?
Filipe Carvalho presents "Secure identity, physical and digital: from issuance to a trust ecosystem". The starting point is simple. Before a credential can exist on a phone, someone has to verify the person and issue a secure document. The session follows that chain in three steps.
- Physical issuance as the root. The ID card and the passport are still the reference proof of identity. The quality of personalisation decides whether a document resists fraud for the years it stays in circulation.
- From document to credential. Many digital identities derive from a physical document, read through its chip or checked at enrolment. If the source fails, the credential inherits the failure.
- A trust ecosystem. Banks, operators and public services only accept an identity when they trust whoever issued it. That trust rests on auditable processes, secure equipment and quality control at every issuance point.
The session follows Caixa Mágica’s talk on trends up to 2030. The two are designed to be heard in sequence: first the global picture, then the issuance side.
What does the DRACO demo show?
During the 16:20 break, the LIZAR team personalises cards live with DRACO, our compact laser personalisation system. The demo runs alongside DevTrust’s L.ID Demo Credential experience. In the same space, participants see a physical document being issued and a digital credential being presented.
- Laser: Engraves the data and photo into the card body, which makes tampering very hard without leaving marks.
- Contact and contactless: Personalises the card chip in the same pass, with no second machine.
- Around 30 kg: A transportable desktop unit designed for registry offices, consulates and mobile teams.
- Around 30 seconds: Approximate time to personalise one card.
LIZAR equipment is designed, engineered and assembled in Europe.

Why does distributed issuance make sense in an archipelago?
In Cabo Verde, the population is spread across several islands. A model where every document comes out of a single plant means shipping applications and cards between islands. It also leaves citizens waiting. There are three ways to organise issuance. Each has its place.
- Centralised. One high-volume facility produces every document. It works well when the territory is continuous and logistics are simple.
- Distributed. Several issuance points, for example one per island, personalise documents locally to the same security standard. Citizens get their documents faster.
- Mobile. A transportable unit travels with field teams, on registration drives, in remote areas or to diaspora communities.
What separates a good distributed model from a bad one is control. Every issuance point needs the same level of security, audit trail and quality inspection. LIZAR’s platform manages fleets of devices remotely and uses AI to check every card after engraving.
Caixa Mágica wrote about this challenge in its article on digital identity in archipelagos and the case of Cabo Verde.
Where does the physical document fit in digital identity?
Digital wallets get a lot of attention. In the European Union, every member state must make its digital identity wallet available by the end of 2026. The physical document does not disappear because of it.
- The wallet relies on the document. To activate a digital credential, citizens prove who they are. In most cases they do so with a state-issued card or passport.
- The two will coexist for years. Borders, offline services and citizens without a smartphone still need a secure physical document.
- Card security protects the credential. Laser engraving, security features and a well-personalised chip make it hard to create a false identity at the source.
For Cabo Verde, which has no obligation to follow the European model, the lesson is the same. The country’s digital identity will be as strong as the issuance behind it. Caixa Mágica and LIZAR explain this link in the article on digital identity and the physical credential.
Which questions are we bringing to TECHPARK CV?
The programme covers existing infrastructure, the financial system and the country’s regional ambitions. We arrive with four questions of our own.
- Where should each issuance point be? The balance between volume, cost and proximity changes from island to island. It is worth deciding with real demand data.
- How do you guarantee the same quality everywhere? A card issued on Sal should match a card issued on Santiago exactly. That takes automated inspection and central auditing.
- How do you protect a machine outside a plant? Remote locking, access control and a log of every operation stop being optional once the machine sits in a registry office or a mobile team.
- Which skills stay in the country? Running and maintaining an issuance network takes trained local teams. LIZAR’s presence in Praia exists partly for that.
How do you get the most out of the workshop?
- Book B2B meetings before the day. The late-afternoon meetings are arranged in advance.
- Do not miss the 16:20 break. Watching a card being personalised explains in minutes what a presentation takes much longer to cover.
- Bring a specific case. An issuance volume, an island or a deadline makes for a more useful conversation than a general question.
- Stay for the closing. At 18:20, DevTrust and LIZAR sum up the afternoon and propose next steps.
